HUB Zone set-aside contracts

During FY 2002 Quarters 1-2 which agency awarded the most dollars on HUB Zone set-aside contracts? A) DoD B) DoT C) USDA D) NASA E) GSA

Historically Underutilized Business Zone (HUB Zone) set-aside contracts help agencies provide work to companies located in economically distressed areas where there is poverty and high unemployment.

You will recall from Tip #55 that the U.S. Small Business Administration (SBA) began accepting applications from companies who wanted official HUB Zone status. To be eligible for HUB Zone certification, companies need to be small, located physically in a HUB zone, be owned and controlled by a U.S. citizen and have at least 35% of its employees residing in the HUB zone.

Identifying the leading agency users of HUB Zone companies is a simple, one-minute task. Here's how to do it:

Fire up the FY 2002 Quarters 1-2 application. Select the Agency Active View Screen from the List of Active Views. Once the data in the Agency Active View appears, clear all prior search criteria by clicking the small funnel icon on the tool bar. Then click the Clear View button in the View Definition dialog and finish by clicking OK to return to the Agency Active View.

Next, activate either the Search Wizard or Advanced Search screen. Select the Contract group of search fields and highlight the HUB Zone Preference field. Click the binoculars icon to activate the field's index. You will see from the index that Codes A-D each represent a different type of HUB Zone preference. Highlight A (HUBZone Sole Source) and, with the shift key depressed, left-click your mouse on Code D (Combined HUBZone Preference). With all four HUBZone preference codes will be highlighted click the OK or Apply button to queue up your hits. Then click the Apply button to select your data and automatically return to the Agency Active View Screen.

You may be surprised at what you don't see -- DoD does not appear on the list. They reported no HUBZone set-aside awards during the first half of FY 2002. The largest reporting agency, with $13.9 million in HUB Zone awards, is the Department of Transportation. The correct answer to this week's quiz is B.

FY 2002 Quarters 1-2 data confirm that HUBZone firms should focus on HUB Zone opportunities in civilian agencies.
