The proportion of Small, Disadvantaged Business awards on GSA schedule

The dollar share of Small, Disadvantaged Business awards on GSA Schedule contracts did what relative to the dollar share of Large Business GSA Schedule dollars between FY 2000 and FY 2001 Quarter 3? A) Gained five points B) Gained two points C) Lost two points D) Remained virtually even.

Are GSA Schedule contracts helping to level the playing field for small businesses in the federal marketplace? If you are an FPC subscriber for the last two years, you can assess this trend in about two minutes. Here's how to answer this week's quiz:

Fire up the FY 2000 FPC application, clear all previously existing filter criteria and use either the Advanced Search Screen or the Search Wizard to set a filter on Kind of Contract = G. The Kind of Contract field can be found in the Contract group of fields. Once into your search dialog, select the Kind of Contract field, then enter G in the search box and press Enter to queue up the hits. After queuing up the hits, click the Apply button and return to any Active View screen.

From here, start up either the Advanced Report or Report Wizard dialogs and generate a Business Type Rank Report. This report can be found by selecting Report Type = Rank and Report Group = Company. The Business Type report will be the first option listed. Highlight the report and, with Print Preview checked off, click the Print/Run button to send the report to the screen.

With the Business Type Rank Report for GSA Schedule Contracts displayed on your screen, make note of the FY 2000 GSA Schedule Contract Total ($10.453 billion), the Large Business Share (60.88%) and the SDB Share (10.00%). Press the Escape key to return to your Active View and then Exit the program.

After firing up the FY 2001 Quarters 1-3 application, repeat the same report procedure described above. With the FY 2001 Business Type Rank Report displayed for GSA Schedule Contracts, you will find that the Schedule dollar total through three quarters is $7.186. The Large Business Share is 62.57% and the SDB share is 10.19%. In other words, SDBs lost two points of GSA Schedule market share relative to Large Businesses in the last year. The correct answer to this week's quiz is C.

Percentages may fluctuate after year-end buying patterns are factored into the calculations, but observed trends to date confirm that the ability to successfully market a GSA Schedule contract depends on the size of the company doing the marketing.
